Mrs. Mode’s career in environmental health spans over three decades. She began in 1993 as an Environmental Health Officer and rose steadily through the ranks, serving as Senior Environmental Health Officer, Higher Environmental Health Officer, Principal Environmental Health Officer, Assistant Chief Environmental Health Officer, Chief Environmental Health Officer, Deputy Director, and, in 2019, Director of Environmental Health. Notably, she coordinated the WASH (Water, Sanitation and Hygiene) Programme in Warri South, working closely with RUWSAN and the Ministry of Water Resources.

Ms. Rita Onimie Dairo nee Orbih is an attorney and public servant whose professional journey reflects discipline, resilience, service, and a deep commitment to excellence. Her career spans litigation, corporate governance, public service, and legal practice across two continents.
Born and raised in Ogbona, Edo State, Nigeria, Rita was born to Chief Jacob Utu Orbih of the Ivhiobere Kindred, Ivhido Quarter, and Madam Grace Omosidah Orbih, née Aikabeli, of the Ivhiobore Kindred, Ivhioche Quarter, both in Ogbona. She began her educational journey at Imhakhena/Oboarekpe Primary School, Ogbona. She subsequently attended Itohan Girls Grammar School and later Anglican Girls Grammar School, Benin City, where she obtained her West African Senior School Certificate.
Her academic pursuit led her to the Faculty of Law, University of Benin, where she earned her Bachelor of Laws (LL.B.) degree in 2007. She thereafter attended the Nigerian Law School, Abuja Campus, and in November 2009 was called to the Nigerian Bar as a Solicitor and Advocate of the Supreme Court of Nigeria.
Rita commenced her legal career during her National Youth Service Corps (NYSC) year as a Junior State Counsel with the Ministry of Justice, Anambra State. The experience provided a strong foundation in public service and government legal practice.
Following her national service, she joined Chidi Nobis-Elendu & Co. as an Associate Counsel, where she gained extensive litigation experience and represented clients before trial and appellate courts. Her dedication to advocacy, professionalism, and client representation distinguished her early in her legal career.
Seeking to broaden her expertise, she later transitioned into corporate and commercial legal practice as General Counsel at Mezue Associates, one of Nigeria’s foremost firms of Estate Surveyors and Valuers. In this role, she advised on legal matters involving property valuation, mergers and acquisitions, banking transactions, regulatory compliance, and corporate governance. Her work supported projects involving government agencies, financial institutions, multinational corporations, and private enterprises.
She subsequently served as General Counsel to Kaylloyds Holdings Limited, a real estate development company involved in the development of the Enugu Workers Housing Estate, a partnership project involving the company, the Enugu State Government, and the Federal Mortgage Bank of Nigeria. Through this role, she contributed to major housing and infrastructure development initiatives aimed at expanding access to affordable housing.
In 2019, Rita relocated to the United States of America, marking a significant chapter in her personal, academic, and professional development. Determined to expand her legal knowledge and international perspective, she enrolled at Northeastern University School of Law in Boston, Massachusetts, where she earned a Master of Laws (LL.M.) degree in 2022.
Her commitment to professional growth culminated in her successful completion of the Massachusetts Bar Examination. In 2025, she was admitted as an Attorney of the Commonwealth of Massachusetts in the United States of America, becoming licensed to practise law in both Nigeria and Massachusetts.
Ms. Dairo works as a Trial Attorney in the Massachusetts state public service in the United States of America, where she represents clients and contributes to the administration of justice through public-interest legal advocacy. This role reflects not only professional excellence but also the determination required to successfully navigate and qualify within two distinct legal systems.
